Something is deciding. No one has put their name to the decision. The distance between those two facts is where the cost collects.
When a powerful technology arrives faster than the institutions built to govern it, choices get installed by default rather than by anyone deciding. The default becomes the decision, and the cost rarely lands on whoever set it. It lands downstream, on the student, the patient, the worker, the citizen, whoever inherits a system no one chose on purpose.
Decided in Silence is the public-facing, narrative half of a two-book argument. It is written for the citizen, parent, teacher, and leader: the people who live inside these systems and were never asked. It names a pattern you will not be able to unsee, and it shows who was absent from the room when the important calls were made by no one at all.
The opening · Troy, New York
It begins on an ordinary block.
A mother walking her newborn looked up at the end of her block and saw a camera with a solar panel on top of it.
She lived in Troy, New York. The town has fifty-two thousand people. She had never seen the camera before.
What she found, after she went home and looked it up, was that the device was an AI-assisted license plate reader. It read every plate that passed it. It identified the vehicle's make, model, and color. It logged dents, roof racks, window stickers. It fed the result into a national database offered to police departments. Four thousand communities across the United States had them installed.
What she did not know, when she found the first camera, was that twenty-six had been installed across Troy. None of them had been put before the city council. None of them had been put before the residents. The contract had been signed by the police department alone, and the city's procurement rules required council approval for any contract a fraction of its size.
